Now, of course, there ARE legit promo discs in this world, old and new, which are made very simply in an office. But I'm pretty sure this guy is full of shit.
Looking through his auctions, he's also selling records where he has put his own homemade adhesive "promo"-labels over the original labels to make records more desirable.
