I doubt it, those minor ticks wear out after a few pressing cycles (the first few records from new stampers in the production pressing are sent straight to recycling).
Anyway, why would they test Bleach plates in 1991? Was the Waterfront Bleach continuously in print from 1989 to 1991? Or could it be for the 1992 tour pressing? The tour was in January 1992, so the records would have been made in 1991, so could be something there (exact date for the The Saints single unknown https://www.discogs.com/The-Saints-Grain-Of-Sand-And-Cartoon-Life/release/1981062 , at least on Discogs).. But anyway, why not both plates.
My money is still on it being a random plate used just to be able to set up the press.
